Smart and Skilled: The Notification of Enrolment (NoE) Process
Overview
Before you can officially begin your training with ACCM College, we must complete aNotification of Enrolment (NoE).
This is a mandatory step required by the NSW Government to secure yourܲ.
This process validates your eligibility and ensures that the government funds allocated for your education are handled with transparency and integrity.
The Prospective Student Declaration
As a critical part of this process, you are required to sign or electronically accept aProspective Student Declaration.
By submitting your enrolment application online and agreeing with our Terms and Conditions (and your agreement you have read the identified policies and procedures), you are formally confirming the following four key areas:
Integrity of Information: You certify that all information you have provided—including your identity, residency status, and previous qualifications—is true, accurate, complete, and not misleading in any way.
No Concurrent Enrolments: You confirm that you have not started a Notification of Enrolment process for the same qualification (or the same units of competency) with another training provider at the same time. This prevents the "double-claiming" of government subsidies.
Third-Party Transparency: You acknowledge that you have been informed of anyThird-Party arrangements. This applies if we use another organisation to provide any part of your training, assessment, or support services.
Fee and Information Disclosure: You confirm that you have received a clear breakdown of theStudent Feeyou are required to pay and that you have been provided with the essentialStudent Information(including your consumer rights and our refund policy).
Why Is This Necessary?
This declaration is not just paperwork; it is a legal requirement of the.
It protects you as a student by ensuring you are fully informed of your costs and rights before you commit to the course. It also ensures that public funding is only used for students who genuinely meet the eligibility criteria.
Next Steps
Once you have accepted the declaration in your Enrolment Application:
We will generate aStudent Commitment IDvia the NSW Government system.
We will provide you with aNotification of Enrolment Report, which serves as your official record of the fee and the subsidy. You will be able to find a copy of this in your WebClass profile.
#NSW Training Plans and Notification of Enrolment - Available 24/7 via WebClass
There are two documents that are an important part of your NSW Smart and Skilled enrolment (this may be under a Traineeship or a subsidised Entitlement Program space).
We want you to always know how to access these and what they are for.

#Notification of Enrolment
The NSW Training Services Notification of Enrolment is a formal administrative process conducted by a Registered Training Organisation (RTO) to officially notify the NSW Department of Education (Training Services NSW) when a student enrols in a government-subsidised training course under the Smart and Skilled program.
This information is covered in a separate drop down menu.
#Training Plan
Traineeships
As part of your Traineeship, we will have sent a copy signed by all stakeholders to you and your employer/supervisor.
Per the guidance on the Training Plan, your Supervisor will annotate your progress through your Subjects on your Training Plan.
Smart and Skilled Entitlement Program
For a Smart and Skilled Entitlement program, you still have a signed Training Plan, there just won't be an employer involved.
There is also no requirement for you to update or sign the Training Plan, it is for your records only.
Obtaining a Copy of your Training Plan
A copy of your Training Plan is also very useful if you don't finish your NSW Smart and Skilled subsidised training (for any reason!).
You will have access to Webclass for a year after your course is finalised, so that you can access this Training Plan and review your learning materials and content (if you like).
You can log in for the next 12 months (even if you need to request a new password) and download a current Training Plan. After 12 months, just reach out to us at contact@accm.edu.au and we will open your Webclass portal for you.
We do this because we have found that Trainees often do not have the same email address when their course closes (for whatever reason), and we want you to always be able to access a copy of your Training Plan.
Please note, this Training Plan is not the one that was signed, but will reflect the Units of Competency that make up your course, and will show the assessment results (ie Competent) you achieved.
This can be helpful if you decide to pick up your professional development later on.
You will know exactly what Units made up your qualification timetable, which can help you plan your future whether it's with ACCM College or another training provider.
#Understanding your NSW Smart and Skilled Enrolment Fees
Smart and Skilled - Apprenticeship andTraineeship Program Enrolment Fees
Trainees under NSW Smart and Skilled may be eligible for the Fee Free Traineeship Waiver Initiative for training commencing after 1 Jan 2020.
If eligible, the enrolment fee is waived to $0 under this government subsidised program.
Smart and SkilledEntitlementProgram Enrolment Fees
For each qualification covered under this program, the NSW Department of Education has set a compulsory enrolment fee.
Certificate III $1320 - $1780
Certificate IV $1580 - $2310
Diploma $2510 - $2850
Smart and Skilled requires a slightly higher enrolment fee for second and subsequent qualifications, offering the lowest fee for those enrolments with no prior qualifications.
The Smart and Skilled subsidised-training program does mean that you most courses are priced at less than half price of ACCM's College's normal private enrolment fees.
ACCM College allows you to pay the enrolment fee on a payment plan or you can pay in multiple instalments.
Please note that government legislation does not allow for single payments to exceed $1500 at one time for a private student or someone enrolling under NSW Smart and Skilled, and ACCM will space your payments over multiple invoices across the duration of your enrolment.

Please note, the fee amount you pay with ACCM is the same fee used across ALL Smart and Skilled Entitlement Program providers and is based on the qualification and any qualifications you may have previously completed.
Please note: Due to funding limitations, ACCM College does not currently have any new public allocations available for this program.

#NSW Smart and Skilled “Cooling Off Policy”
The NSW Smart and Skilled Program requires a mandatory Cooling Off Period where a full refund will be provided for learners who choose not to proceed with their studies under this NSW subsidised program.
This Cooling Off Period is 10 business days from the date the enrolment application is submitted for a Smart and Skilled subsidised training.
All requests for cancellation or withdrawal made after this 10 business days, will be managed under the College's published Refund Policy found on this page.
#NSW Smart and Skilled Requirement for USI Access under Subsidised Training
Please note that providing access to ACCM to your records is voluntary in most States and Territories.
Under the NSW Smart and Skilled Operating Guidelines 5.1.C, the guidance states that,
"The Provider (ACCM College) must ensure that every Prospective Student sets their access controls in relation to their USI to allow the Department and the Provider the appropriate levels of access to their USI records"
This means that all NSW Trainees and Entitlement students receiving subsidised training under Smart and Skilled must update their profile on USI to allow access.

#Recognition of Prior Learning
Recognition of Prior Learning - A key element of Vocational Education and part of your rights.
ACCM College is committed to maximising RPL opportunities for all of our learners by:
Providing multiple opportunities for you to request or inform us of your RPL choice
Fully explaining RPL and the processes (via the Induction Process, RPL Policy Page and our Student Handbook)
Offer RPL opportunities to all of our students in the form ofCredit TransfersorPortfolio Reviewas appropriate or applicable.
Ensuring RPL assessments meets the Rules of Evidence and Principles of Assessment.
Please note that RPL via Portfolio Review can be quite an extensive process requiring applicants to gather direct evidence of their current workplace competence.

Please note, there are differences between Smart and Skilled Students enrolled under a Traineeship and those under the NSW Smart and Skilled Entitlement Program.
Deferring Students (Non-Traineeship Programs)
ACCM College (as the Provider) can only permit a deferral (or deferrals) totalling no more than 12 months from the date of receipt of notice from the Enrolled Student.
An Enrolled Student must start their course within 12 months of enrolment despite any deferrals.
Students who do not recommence within the 12 month period will be reported as Discontinued in ACCM College's reporting to Training Services NSW.
Students who wish to recommence, will be treated as a new enrolment (pending availability of subsidised funding available to ACCM College).
Discontinuing Students (All Programs)
As a first step, Students should reach out to ACCM College to discuss their program. Our proactive contact efforts should mean that we are already engaged with our learners.
However, if you are thinking about ever leaving your program we would like to do our best to ensure you have received all the help you need to be successful. We understand the people leave professional development for a range of reasons, but we really want to know that there wasn't more we could do to help.

Should you decide to Discontinue your programs, ACCM College will:
Attempt to obtain a written or verbal notification from you. In cases where we cannot reach you and have provided multiple requests for response, we will process the Discontinuing Enrolment data.
We will notify you of possible refund amounts and refer you to our published refund policy here.
Issue you a Statement of Attainment for any Units you complete within 30 days (pending any mandated fees have been balanced).
Send you an updated Training Plan, listing the units in your program you have completed or began.
Return the results of any completed or submitted Training and Assessment Activities
Submit your final status and "lodgement" data to Training Services NSW to finalise your subsidised program.
#VET Student Loans Program
ACCM College does not participate in the VET Student Loans program.
If ACCM's interest free payment plan through EZDebit does not suit your financial situation, you may benefit from this program administered by the Department of Employment and Work Relations.

What is the VET Student Loans Program?
The VET Student Loans (VSL) program assists eligible students pay tuition fees for approved higher-level (diploma and above) vocational education and training (VET) courses, when studying at VET Student Loans approved course providers. The program is designed to provide financial support to students undertaking higher level training in courses that address workplace and industry needs, creating better opportunities for employment.
Please note that ACCM is not a participant in this program.

#Consumer Protection Policy Statement
Students, including those receiving government-subsidised training, have certain rights and obligations.
Students have the right to aquality of training that meets the standards, regulations and requirement set down by the Australian Skills Quality Authority (ASQA) and under anygovernment-subsidised training program they are enrolled in.
They also must be informed about the collection and use of their personal information, be able to review and correct that information and be able to access ACCM College's consumer protection complaints process.
ACCM also has an obligation to issuethe Australian Qualification Framework (AQF) certification documentation to students onceall invoicing has been settled.
Students' obligations include providing accurate information to the training provider andbehaving in a responsible and ethical manner.

#Third Party Information
What is a third party relationship?
In some cases an RTO (Registered Training Organisation) will partner with another organisation to provide some form of service normally done by that RTO.
These services might involve:
Recruitment of Students
Delivery of Training
Outsourcing of Assessment
Other functions
These relationships are closely scrutinised and monitored by the Australian Skills Quality Authority (ASQA) and State/Territory governments (normally through their Departments of Education or equivalent) to ensure quality and compliance, and to ensure there is no impact on learners.
ACCM College does not, as a matter of organisational policy, participate in Third Party or Sub-Contracting relationships of any kind.

#Student Support Services Policy
ACCM College is committed to ensuring that
The delivery methods of ACCM College coursesis clearly disclosed so that students that need a particular delivery style or a specific type of support are clear about what the College is offering and is able to support.
Allstudents are offered all practical and reasonable support to complete their qualification.
Students receive regular follow up and assistance from Student Training Advisers.
Flexibility is used, subject to meeting any program or assessment rules.
Students with a special need are given the support they require or are referred to an agency that can provide that support
External experts that can support students with specific needs are accessed as needed and their contact details published (below) so that students can access these services without firstly having to contact the College.
Where the learner's specific needs are unable to be supported by ACCM College - we openly disclose that and help the learner find a more suitable training course or provider.
The head contact for all Student Support issues that cannot be addressed through the Student Training Adviser is the Director of RTO Operations (and the Learning Support team).
ACCM College truly wish to encourage all students who have a support need that is not currently being fully covered to reach out for assistance.
