The NSW Smart and Skilled program offers government subsidised training for employers looking to take on an eligible Trainee and NSW residents looking to upskill or launch a new career.

Smart and Skilled's government subsidised training makes gaining a qualification affordable and achievable.

Fee-Free Traineeships
$0 Enrolment Fee for Eligible New Entrant Trainees

Under Smart and Skilled, the standard Enrolment Fee for eligible New Entrant Trainees in NSW is still $0!

You can find out which courses attract the NSW government subsidy by using the Fee Checker on the relevant course page.

For a Traineeship not on the Smart and Skilled funding list, or not within ACCM College's approved funding allocation, fees will be as per the College published Employer Program price or as agreed with the client on a fee for service basis.

The fees cover the required minimum number of units to complete the qualification.

For Credit Transfers fees are reduced in accordance with Smart and Skilled guidelines.

The following details are provided for information purposes only.

NSW Smart and Skilled Entitlement program is a NSW State government  initiative, providing subsidised training to obtain and increase skills in priority and growth industries.

To be eligible, you must:

  • Be an Australian or New Zealand Citizen, Permanent Resident or Humanitarian/Refugee Visa holder
  • Live and/or work in New South Wales
  • Be 15 years of age or older
  • Be no longer in school (Secondary School)

  • NSW Smart and Skilled Accessto USI Record Requirements

    Please note that providing access to ACCM and the appropriate Department of Education to your USI records is voluntary in most States and Territories. 

    Under the NSW Smart and Skilled Operating Guidelines 5.1.C, the guidance states that,

    "The Provider (ACCM College) must ensure that every Prospective Student sets their access controls in relation to their USI to allow the Department and the Provider the appropriate levels of access to their USI records"

    This means that all NSW Trainees and Entitlement students receiving subsidised training under Smart and Skilled must update their profile on their USI portal to allow access for ACCM and the NSW Department of Education (Training Services NSW).

    Failure to allow this access could impact your eligibility under the above Operating Guidelines.

    If you have any concerns about this, please reach out to the ACCM Director of RTO Operations to discuss potential solutions.

  • What ACCM Courses are available under Smart and Skilled subsidised Training

    All of ACCM College's currently offered courses are available under Smart and Skilled subsidised training for both Traineeships and Entitlement Students.

    However, places under Smart and Skilled's Entitlement program are based on available funding.

    There are currently no placement limits for enrolments under a Smart and Skilled Traineeship program.

  • Smart and Skilled eligibility (Trainees and Entitlement Program)

    Under the Smart and Skilled Entitlement Program eligibility criteria you must be:

    • An Australian citizen, Australian permanent resident, Australian permanent humanitarian visa holder or New Zealand citizen and
    • living or working in NSW 
    • 15 years old or over and
    • no longer at school
    • a humanitarian VISA holder or partner visa holder whose sponsor is a humanitarian visa holder per Appendix 1 of the S&S Student Eligibility Policy, found

    OR

    • you are a registered trainee in NSW

     

    Aboriginal and Torres Strait Islander students who do not live or work in NSW, but live in a specific defined interstate NSW border area may also be eligible.

  • Fees Payable under Smart and Skilled (Trainee and Entitlement)

    Smart and Skilled - Apprenticeship and Traineeship Program Enrolment Fees

     

    Trainees under NSW Smart and Skilled may be eligible for the Fee Free Traineeship Waiver Initiative for training commencing after 1 Jan 2020. 

    If eligible, the enrolment fee is waived to $0 under this government subsidised program.

     

    Smart and Skilled Entitlement Program Enrolment Fees 

    For each qualification covered under this program, the NSW Department of Education has set a compulsory enrolment fee.

    • Certificate III $1320 - $1780
    • Certificate IV $1580 - $2310
    • Diploma $2510 - $2850

    Smart and Skilled requires a slightly higher enrolment fee for second and subsequent qualifications, offering the lowest fee for those enrolments with no prior qualifications.

    The Smart and Skilled subsidised-training program does mean that you most courses are priced at less than half price of ACCM's College's normal private enrolment fees.

    ACCM College allows you to pay the enrolment fee on a payment plan or you can pay in multiple instalments.  Please note that government legislation does not allow for single payments to exceed $1500 at one time.

    Our goal is to make sure you have this once-in-a lifetime opportunity to up-skill.

    There are fee exemptions and concessions - we have this information later on.

     

    Please note, the fee amount you pay with ACCM  is the same fee used across ALL Smart and Skilled Entitlement Program providers and is based on the qualification and any qualifications you may have previously completed.

  • Do I have to be employed for a place under the Smart and Skilled Entitlement Progarm?

    No, you don't need to be employed.

    Nor does your employer need to know about your enrolment.   Simply do not provide information about your employer when you enrol.

    Smart and Skilled enrolments can be done independently of your employer, and are also available if you are currently unemployed and committed to completing the course to improve your employment or career prospects.

  • Can I access the Smart and Skilled Entitlement Program through my employer?

    Yes 鈥 you can ask your employer to 鈥渟ponsor鈥 your enrolment in Smart and Skilled.

    Employers are most likely to agree where the course is of mutual benefit and they can see how additional training will improve your workplace skills.

    Your employer may also ask you to enrol in a Smart and Skilled course to improve those skills.

    Please note that if you provide your Employers details in the enrolment process they will be able to request information regarding your course and your progress.

  • NSW Smart and Skilled Specific Provider Policies Regarding Fees and Refunds

    While ACCM College has published our Policies and Procedures here, there are certain elements that are NSW Smart and Skilled specific that we are required to ensure students are aware of prior to enrolment.

    Prospective students are required to read this information as part of the enrolment process (as outlined in the Terms and Conditions).

    Access to Smart and Skilled Policies

    Specific Information Required Prior to Enrolment

     

    Evidence Required for Student Eligibility

    The NSW Smart and Skilled Student Eligibility Guidelines are specific as to the types of evidence of eligibility ACCM is required to collect and/or verify as part of the onboarding process.

    While some elements are collected as part of a Student Declaration on our enrolment form, others may require direct/sighted evidence.

    For specific information review Section 3.2 Evidence Requirements of the Smart and Skilled Student Eligibility Policy found .

    Evidence for the following criteria may be required depending on the specific details of the Smart and Skilled Enrolment.

    • Proof of Identity
    • Living or Working in NSW
    • Citizenship or Residency Status
    • Humanitarian Visa
    • Home Schooled Students
    • Date of Birth
    • Registration as NSW Apprentice or new entrant trainee
    • Year 10 completion or equivalent (if under 17)
    • Postcode for an Aboriginal or Torres Strait Islander Person who lives in a specific defined interstate NSW border areas

     

    Repeat attempt to Complete a Unit of Competency

    ACCM College does not place a limit on repeat attempts to complete a Unit of Competency.  

    Accordingly, there are no fees required for repeat attempts.

    However, repeated attempts may be an indicator of support needs or suitability that will be addressed according to other policies and procedures.

     

    Fee Refunds

    Under Section 6.5 Fee Refunds of the Fee Administration Policy, ACCM College must have a refund policy.

    ACCM College Refund Policy can be found here and also accessed via our Policy page here.

    This Policy includes the following information and certain elements have been directly referenced here to meet NSW compliance requirements and to ensure students are fully aware of these policies prior to enrolment in a NSW program:

     

    ACCM College must advise the student, prior to any fees being paid, of the 'withdrawal with no penalty' cut off date, ie the date by which the student can withdraw and refunded any fees paid at enrolment.  Per the policy this date is provided by the Provider, which is ACCM College.

    This requirement exists in the Discontinuing Students section (from Section 6.3 of the Discontinuing Students of the Fee Administration Policy).

    Discontinuing Students are also reference in the Smart and Skilled Operating Guidelines which can be found .

    Withdrawal With No Penalty Cut off Date.

    ACCM College does not have a specific No Penalty Date as our published refund policy explains how refunds are requested, calculated and applied as seen here.

    From the point of approval for the enrolment (ie the enrolment process has been completed and the student has been accepted by ACCM College as a student or Trainee), an Administrative Fee is payable. 

    In the event any enrolment application is not finalised or approved at ACCM College's sole discretion, all funds will be refunded as a matter of policy.

    The Minimum Administration Fee policy is found in our Course Fees Policy found here, under the RPL and Incidental Fees Section, Administration Fee Component in the Enrolment Fees.

    The Administration Fee is $50 for private students (which includes student undertaking studies as part of a Government Subsidised program such as NSW Smart and Skilled Entitlement Program) and $250 for employer and traineeship enrolments where an enrolment fee is required.

    This fee is deducted from Enrolment Fees paid in the following circumstances.

    The Administration Fee will be retained from fees paid to cover enrolment administration costs in the event that an enrolment does not proceed or is cancelled e.g. due to the lack of provision of required ID or a USI or for any other reasonable reason that an enrolment is cancelled. 

    The Administration Fee will not be retained if the College does not approve an enrolment application for which fees have already been paid. In that event a full refund is applicable.

    Full refunds are however not given after a student has been approved for enrolment. This applies regardless of whether the student cancels their course before downloading or commencing a subject, noting that significant administration effort occurs to establish the enrolment prior to that time.

     

    A process for refunding student who withdraws from training not of their own accord.

    The information contained in this area is:

    ACCM College takes our obligations and commitments to our learners and employers seriously.

    We take great care to ensure that we can fully provide all of the services agreed upon during the enrolment or program development process.

    In the unlikely event ACCM College is unable to provide the agreed services, learners and employers are welcome and encouraged to submit a refund request through our normal process.

    Please provide specific details and applicable documentation regarding the services you believe were not delivered by ACCM College, so that we can handle your request promptly and fairly in accordance with our policies.

    A process for a partial refund of fees (when necessary) where CT and/or RPL has been granted

    This information is found as part of the ACCM College Refund Policy can be found here and also accessed via our Policy page here.

    Located in the Other Refund Policies and Procedures Section in the Fee Reduction Due to Credit Transfers area.

    The information contained in this area is:

    a) Where a student under a specific enrolment type and program is entitled to a reduction in fees due to RPL by credit transfer, the fee will be adjusted either at the commencement of course where the fees can be accurately calculated, or upon completion of the course or by adjusting future instalments if a payment plan applies.

    The fee will also include any other adjustments that are necessary.

     

    Information on whether the student will get a refund if they withdraw from a qualification, but have completed all the requirements for a lower-level qualification, which attracted a lower fee.

    Located in the Other Refund Policies and Procedures Section in the Transfer to Lower Level Qualification or Embedded Qualifications area.

    The information contained in this area is:

    a) Where a student withdraws from one qualification and the units completed make them eligible for a lower level qualification, ACCM College will issue the lower level Qualification Testamur at no additional cost.

    No other refund of fees will otherwise apply.

     

    Recovery of outstanding fees

    Under Section 6.7 of the Fee Administration Policy, ACCM College must have a process for the recovery of outstanding fees from a student.

    This is published and required to be reviewed prior to enrolment and can be found here on our Fee Policy page.

    Levying of student fees

    Under Section 6.1 of the Fee Administration Policy, ACCM College will determine and publish the payment arrangements for student fees, and the student must be informed prior to enrolment.

    ACCM College must collect all fees to be paid by the student (or employer) by the time they complete their subsidised training.

    ACCM College must not pay the student fee on behalf of a student unless ACCM College is also the employer of the student.

    All Smart and Skilled student and potential students (consumers) have the right to expect that the training they receive is consistent with the national VET regulator's requirements (the Australian Skills Quality Authority) and the requirements of the Smart and Skilled contract.

    The Consumer Protection Strategy:

    Defines the right and obligations of students and consumers with respect to their training under Smart and Skilled

    Defines the consumer protection obligations of a training provider with a Smart and Skilled contract.

    Explains the measures the NSW Department of Education (the Department) has implemented to protect the rights of students receiving training under Smart and Skilled.

    Describes the Smart and Skilled complaints handling and dispute resolution process.

  • Recognition of Prior Learning (RPL)

    Recognition of Prior Learning - A key element of Vocational Education and part of your rights.

    ACCM College is committed to maximising RPL opportunities for all of our learners by:

    • Providing multiple opportunities for you to request or inform us of your RPL choice
    • Fully explaining RPL and the processes (via the Induction Process, RPL Policy Page and our Student Handbook)
    • Offer RPL opportunities to all of our students in the form of Credit Transfers or Portfolio Review as appropriate or applicable.
    • Ensuring RPL assessments meets the Rules of Evidence and Principles of Assessment. 

    Please note that RPL via Portfolio Review can be quite an extensive process requiring applicants to gather direct evidence of their current workplace competence.

    Please note, there are differences between Smart and Skilled Students enrolled under a Traineeship and those under the NSW Smart and Skilled Entitlement Program.

     

    Deferring Students (Non-Traineeship Programs)

    ACCM College (as the Provider) can only permit a deferral (or deferrals) totaling no more than 12 months from the date of receipt of notice from the Enrolled Student.  

    An Enrolled Student must start their course within 12 months of enrolment despite any deferrals.

    Students who do not recommence within the 12 month period will be reported as Discontinued in ACCM College's reporting to Training Services NSW.

    Students who wish to recommence, will be treated as a new enrolment (pending availability of subsidised funding available to ACCM College).

     

    Discontinuing Students (All Programs)

    As a first step, Students should reach out to ACCM College to discuss their program.  Our proactive contact efforts should mean that we are already engaged with our learners.

    However, if you are thinking about ever leaving your program we would like to do our best to ensure you have received all the help you need to be successful.  We understand the people leave professional development for a range of reasons, but we really want to know that there wasn't more we could do to help.

    You can always call us for Support.

    Should you decide to Discontinue your programs, ACCM College will:

    • Attempt to obtain a written or verbal notification from you.  In cases where we cannot reach you and have provided multiple requests for response, we will process the Discontinuing Enrolment data.
    • We will notify you of possible refund amounts and refer you to our published refund policy here.
    • Issue you a Statement of Attainment for any Units you complete within 30 days (pending any mandated fees have been balanced).
    • Send you an updated Training Plan, listing the units in your program you have completed or began.
    • Return the results of any completed or submitted Training and Assessment Activities

    Submit your final status and "lodgement" data to Training Services NSW to finalise your subsidised program.

     

  • VET Student Loans Program

    ACCM College does not participate in the VET Student Loans program.

    If ACCM's interest free payment plan through EZDebit does not suit your financial situation, you may benefit from this program administered by the Department of Employment and Work Relations.

    What is the VET Student Loans Program?

    The VET Student Loans (VSL) program assists eligible students pay tuition fees for approved higher-level (diploma and above) vocational education and training (VET) courses, when studying at VET Student Loans approved course providers. The program is designed to provide financial support to students undertaking higher level training in courses that address workplace and industry needs, creating better opportunities for employment.

    Please note that ACCM is not a participant in this program.

  • Consumer Protection Information

    Consumer Protection Policy Statement

    Students, including those receiving government-subsidised training, have certain rights and obligations. 

    Students have the right to a quality of training that meets the standards, regulations and requirement set down by the Australian Skills Quality Authority (ASQA) and under any government-subsidised training program they are enrolled in.

    They also must be informed about the collection and use of their personal information, be able to review and correct that information and be able to access ACCM College's consumer protection complaints process.

    ACCM also has an obligation to issue the Australian Qualification Framework (AQF) certification documentation to students once all invoicing has been settled.

    Students' obligations include providing accurate information to the training provider and behaving in a responsible and ethical manner.

    This information has also been provided on each course page of every qualification on offer by ACCM College.

  • Third Party Information - ACCM Does NOT Participate in 3rd Party Arrangements

    ACCM College does not engage in any Third Party (or sub-contracting) Relationships.

     

    What is a third party relationship?

    In some cases an RTO (Registered Training Organisation) will partner with another organisation to provide some form of service normally done by that RTO.

    These services might involve:

    • Recruitment of Students
    • Delivery of Training
    • Outsourcing of Assessment
    • Other functions

    These relationships are closely scrutinised and monitored by the Australian Skills Quality Authority (ASQA) and State/Territory governments (normally through their Departments of Education or equivalent) to ensure quality and compliance, and to ensure there is no impact on learners.

    ACCM College does not, as a matter of organisational policy, participate in Third Party or Sub-Contracting relationships of any kind.

    Student Support Services Policy

    ACCM College is committed to ensuring that

    • The delivery methods of ACCM College courses is clearly disclosed so that students that need a particular delivery style or a specific type of support are clear about what the College is offering and is able to support.
    • All students are offered all practical and reasonable support to complete their qualification.
    • Students receive regular follow up and assistance from Student Training Advisers.
    • Flexibility is used, subject to meeting any program or assessment rules.
    • Students with a special need are given the support they require or are referred to an agency that can provide that support
    • External experts that can support students with specific needs are accessed as needed and their contact details published (below) so that students can access these services without firstly having to contact the College.
    • Where the learner's specific needs are unable to be supported by ACCM College - we openly disclose that and help the learner find a more suitable training course or provider.

    The head contact for all Student Support issues that cannot be addressed through the Student Training Adviser is the Director of RTO Operations (and the Learning Support team).

    ACCM College truly wish to encourage all students who have a support need that is not currently being fully covered to reach out for assistance.

Concession Fees and Exemptions Under NSW Smart and Skilled

  • Commonwealth Benefit or Allowance Concessions under Smart and Skilled

    Information on Commonwealth Benefits or Concessions is found in the most recent NSW Smart and Skilled Fee Administration Policy found .

    The full list of eligible programs are found in Appendix 2: Specified Commonwealth Government benefits and allowances for concession fees.

    If you are receiving a Commonwealth Benefit of allowance, you and your dependents may be entitled to a concession i.e. a lower enrolment fee.

    Certificate III and Certificate IV Concession Fee = $240

    Concessions do not apply to Diploma qualifications

    The following list shows the type of payments that are eligible for a concession fee. 

    Eligible recipients are those who receive the following Commonwealth Benefits and allowances:

    • Age Pension
    • Austudy
    • Carer Payment (See note below)
    • Farm Household Allowance
    • Family Tax Benefit Part A (Maximum rate)
    • Parenting Payment (Single)
    • Special Benefit
    • Veterans' Affairs Pensions
    • Veterans' Children Education Scheme
    • Youth Allowance

     Please note:

    A NSW Trainee on a JobSeeker Payment or a NSW Trainee who is the dependent of a person receiving a JobSeeker Payment is no eligible for a concession fee.

    The Carer Payment is a specific benefit paid by the Commonwealth; this category does not include the Carer Allowance or Carer Adjustment Payment

     

  • Fee Exemptions for Aboriginal and Torres Strait Islander Students in NSW

    Aboriginal and Torres Strait Islander students are exempt from fees for any Smart and Skilled subsidised courses as long as they reside in NSW or in specific regional areas along the NSW border and meet the other Smart and Skilled eligibility requirements.

  • Students with a Disability under Smart and Skilled

    Eligible students who are on a Disability Support pension are exempt from fees for any Smart and Skilled courses.

    Proof of exemption required is  a current Department of Human Services (Centrelink) Income Statement or a copy of a current Disability Support Pensioner Concession Card that has been witnessed by a JP or at the Post Office.

     

    The dependants of Disability Support pension recipients are also eligible under Smart and Skilled for fee exemption for any Smart and Skilled courses. If you are a dependent, you are also required to provide evidence from Centrelink to confirm your status.

    Other evidence options for disability exemptions include or a letter from a doctor, government agency or specialist outlining the training support needs due to the disability. The College would need to confirm these documents meet the requirements, so it is preferred that a Disability Support Pension Card is provided.

  • Social Housing or Out-of-Home Care Status

    Concession eligible students aged between 15 and 30 may have their fees waived as a "Fee Free Scholarship".

    To be eligible, you need to live in social housing or on the NSW Housing Register (waiting list).

    Social housing includes:

    • Public housing
    • Community housing
    • Aboriginal housing, and
    • Crisis accommodation / supported accommodation
    • FAC鈥檚 funded private rental assistance (private rental subsidy, rental bond loans and tenancy guarantees)

    You may also be eligible if you are currently in out-of-home care or have been in out-of-home care previously.

    Relevant evidence may be a Rental Statement; Lease; letter from your housing agency or emergency housing facility. In circumstances where this is not possible you will be required to submit a Statutory Declaration that will be provided to you to get completed and witnessed. The College would need to confirm these documents meet the requirements.

    After you apply to enrol the College will ask you to send through the required evidence of eligibility for a concession enrolment and your ID documents to confirm your age. We will then lodge the Fee Free Scholarship application to the Department.

    If approved we will cancel your concession fees payable and refund any fees that may have already been paid.

    You are eligible for: One Fee-Free Scholarship per financial year (from 1 July 2015); A maximum of two Fee-Free Scholarships over four financial years (ending 30 June 2019)

  • Smart and Skilled Fee-Free Traineeships

    Under the NSW Smart and Skilled, Trainees may be eligible for the Fee Free Traineeship Waiver Initiative.

    NSW trainees, including school based trainees, whose traineeship qualification is funded under Smart and Skilled and who commence subsidised training on or after 1 January 2020 are eligible.  This includes: 

    1.  Trainees who commence subsidised training for the first time on or after 1 January 2020.

    2.  Trainees whose traineeship is cancelled and subsequently recommence a traineeship in the same vocation with a different employer, and recommence subsidised training on or after 1 January 2020.

    3.  Trainees whose traineeship is cancelled and subsequently commence a new traineeship in a new vocation with the same/different employer, and commence in subsidised training on or after 1 January 2020

    4.  A trainee who has completed a traineeship and is undertaking a subsequent traineeship and is commencing the subsidised training in the subsequent traineeship on or after 1 Jan 2020.

    Specific trainee exclusions from eligibility

    A NSW Trainee who commenced subsidised training prior to 1 January 2020 and subsequently, on or after 1 January 2020 recommences their subsidised training:

    A) with the same provider, and is employed by the same employer and in the same vocation, or

    B) changes provider and remains party to a training contract with the same employer and in the same vocation

    Is not eligible for fee free training.
